London Calling: IMO’s Net-Zero Framework Ready to Take Wing

October 9, 2025

The IMO’s upcoming decision on the Net-Zero Framework could significantly reshape global shipping. Orcelle Horizon partners will be present at the MEPC meeting in London.

Innovation centre Maritime CleanTech and shipowner Wallenius Wilhelmsen will join the Norwegian delegation at the extraordinary session of the Marine Environment Protection Committee (MEPC), to be held on 14–17 October.

“This is a defining moment for shipping. We strongly hope that IMO member states will adopt the Net-Zero Framework. Clear global targets are essential for speeding up the green transition,” says Maritime CleanTech’s Policy and Project Manager, Reber Iversen.

Substantial Market Potential

If adopted, the framework will set binding goals for greenhouse gas reductions and provide much-needed predictability for shipowners, suppliers, and investors. For companies developing cleantech solutions, this represents both a climate imperative and a significant business opportunity.

“Competitiveness and sustainability now go hand in hand. A Net-Zero Framework provides a level playing field, allowing first movers to reap the benefits of investing in zero-emission solutions. And it provides an important backbone to turn decarbonisation into a driver of growth for the maritime industry, supporting the European Clean Deal,” says Tore Boge, Head of EU Projects at Maritime CleanTech.

Together with the Carbon Trust, Maritime CleanTech will host an event on Tuesday 14 October, where industry partners will discuss the developments from the first day of negotiations. Wallenius Wilhelmsen and Maritime CleanTech will be in the panel and share insights from decarbonisation intiatives like the EU-funded Orcelle Horizon.

Shaping Policies for Wind Technologies

Wind propulsion technologies can play a key role in achieving the IMO’s net-zero targets, helping shipowners reduce emissions in a cost-efficient way.

Orcelle Horizon partners Oceanbird, Wallenius Marine, and RISE are members of the International Wind Ship Association (IWSA), and have assisted IWSA in policy development and submissions concerning how wind propulsion can be accounted for in IMO regulations.

Ahead of the MEPC meeting, IWSA has contributed a submission on the consistent treatment of wind propulsion in the Net-Zero Framework.

While acknowledging the key role that new low emissions commoditized fuel will play in the decarbonization of shipping, IWSA argues that “substantial contribution of other zero-rated direct energy sources such as wind should be acknowledged and valued equally so that the relevant maritime stakeholders are incentivized to follow the most affordable and impactful decarbonization pathways going forward”.
